Having strong internal controls and understanding the rules governing how you can and cannot spend federal dollars are keys to fiscal management and overall compliance in your organization.

Professionals new to the organization, as well as professionals who have been there for decades, will benefit from this 2-day review of the administrative and cost principles/allocation sections of the 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (also known as the “Uniform Guidance”). And if you administer a Head Start/Early Head Start program, you will want to attend days three and four, when we discuss the latest impacts of the Head Start Act and Program Performance Standards.

Join this training workshop to learn about the Uniform Guidance and Head Start program regulations and, more importantly, how to implement them in your organization. Review the regulations you need to know to stay in compliance through examples, stories and best practices learned from years of auditing and consulting. Registration fees include:

• Up to 28 CPE credits if you attend all four days.  Seven credits/day in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour.

Transfers and Cancellations:

Day 1: General provisions and administrative requirements

Monday, May 23, 2022; 8:30 a.m. – 5 p.m.

After an introduction and discussion of the laws and regulations, there will be a discussion of the general provisions and administrative requirements. We’ll focus on these key areas:

• Applicability of and implementation dates for the new regulations
• Standards for financial management systems and internal controls
• Property and equipment
• Program income
• Budget revisions
• Procurement
• Requirements for pass-through agencies
• Reporting and record retention requirements

Learning Objectives:

1. Review the organization, applicability and implementation timeline of the new Uniform Guidance.
2. Discuss the requirements for financial systems.
3. Discuss the regulations on program income, property and procurement.
4. Explore the requirements for reporting and record retention.

Day 2:  OMB cost principles, cost allocation, selected items of cost, and audit requirements

The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs and costs that require prior approval will be discussed. We’ll also discuss all changes in regard to cost allocation and selected items of cost. In addition, we’ll discuss changes in audit requirements coming with the implementation of the regulations.

Learning Objectives:

1. Explore the basics of allowable costs.
2. Discuss direct and indirect costs.
3. Explore the options for cost allocation in the new Uniform Guidance.
4. Review the changes in audit requirements.

Days 3 and 4: Head Start/Early Head Start regulations boot camp

Field of Study: Specialized Knowledge and Applications

CPE*: 14.0 credits

HS/EHS are some of the largest federally funded programs. The Head Start Act and the Head Start Program Performance Standards (HSPPS) contain pages and pages of guidelines that HS/EHS programs need to follow to stay in compliance.

When you are implementing these regulations, there are numerous things to consider, including how decisions impact your program. In this boot camp, we will explore the Head Start Act and give you time to learn where to find information and dig into the details once you are back at the office. And since the Head Start Act goes hand in hand with the HSPPS, we will explore the highlights of all of the HSPPS (45 CFR Parts 1301-1305). And though this is not a two-day Uniform Guidance (UG) training, we will certainly highlight areas of the UG regulations (45 CFR Part 75) in the areas of allowable costs and procurement.

The goal is to help you get comfortable with what HS/EHS programs need to follow to stay in compliance. We will pay special attention to these areas:

• Definitions (They sometimes differ depending on the regulation.)
• Administrative requirements (administrative limitations, spending federal funds, and non-federal match [a/k/a in-kind])
• Power and functions (governing body, policy council, policy committees, and administrative reports)
• ERSEA (eligibility, recruitment, selection, enrollment and attendance)
• Records (what to keep, how to keep them and for how long)
• Qualifications and wages (background check, minimum staff requirements)

From running the program to working with the board and policy council to collaborating with the fiscal department, this boot camp will help you discover action items to take back to the program to help you get up to speed and make an impact.

Learning Objectives:

1. Explore how the Head Start Act and the HSPPS impact each other and your program.
2. Discuss how working with each department enhances the overall impact of the program.
3. Take away ideas, thoughts and best practices of ongoing leadership with these requirements.

You’ll receive an email once you have been added to our event hosting platform, as well as reminders one day and one hour prior to the training. Materials will be available from one week before the training until one day after the training. When the materials become available, you can access them by clicking the Materials tab in the app or desktop Menu.

• Each person attending the training who needs a certificate of participation/continuing professional education (CPE) must submit their key words within 24 hours of the training:

  • Enter the key words in the order the words were given during the webinar. We cannot provide the key words after they’ve been given.
• Upon receipt, the information will be verified, and if it is accepted, you will receive a Certificate of Participation via email within 14 business days.

State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.
